TRAI Enforces AI‑Driven Screening to Clamp Down on Spam Calls and Messages

New Delhi. The Telecom Regulatory Authority of India (TRAI) has overhauled its anti‑spam framework, compelling telecom operators to adopt artificial‑intelligence and machine‑learning tools for spotting unwanted commercial calls and messages.

AI‑Powered Filtering Becomes Mandatory

Under the revised rules, every service provider must integrate AI‑based filters that can flag anomalous communication patterns in real time. These systems are designed to sift through large volumes of traffic, pinpointing suspicious calls and messages before they reach consumers.

Stringent Penalties for Repeated Offenders

If five or more numbers linked to the same spammer are identified within a ten‑day window, the provider is authorized to terminate the connection. The offending entity may also be placed on a blacklist for up to one year, following the prescribed procedural safeguards.

  • Disconnection of the telecom line after five violations in ten days.
  • Potential blacklisting for a maximum of twelve months.

New Charge on Automated Calls

TRAI has introduced a levy of 5 paise per minute on automated calls, adding a financial deterrent against mass‑scale robo‑calling operations.

Obligations When Numbers or Templates Are Misused

Telecom operators must act when a registered business number or a pre‑approved message template is abused. If a telemarketer is found responsible, the action can extend to all numbers associated with that marketer, including possible blacklisting.

Consumer Appeal Pathway

Customers dissatisfied with a complaint’s resolution have 15 days to lodge an appeal. Appeals can be submitted via the DND app, the operator’s own app or portal, or by dialing 1909.

Prior Disclosure Required for Automated Calls

The updated framework also covers auto‑dialers, robocalls and calls using pre‑recorded or AI‑generated voices. Such calls must include a clear prior disclosure to the recipient.

Restrictions on Blanket Blocking of Number Series

TRAI clarified that call‑management apps may not block or label entire commercial series—such as 1600 and 1601—as spam solely based on the prefix.

Overall Impact

These measures aim to bolster monitoring of commercial communications, furnishing operators with advanced tools to detect and curb suspected spam activity while safeguarding consumer interests.
