What can be a bigger example of the careless working style of the Uttarakhand Transport Corporation is that despite having its own buses, the contracted buses are being diverted from the designated routes and sent to other routes. This negligence of the corporation management is believed to be the biggest reason for the bus accident on Mussoorie road on Sunday. The bus, which is contracted for the Doon-Saharanpur route, was diverted to the Mussoorie route, while the driver of the bus did not even have experience in regular bus operation on the hilly route. The Transport Corporation has a total of 87 buses of its own at Parvatiya Depot (Mussoorie Depot). Of these, seven buses are of long-distance plain routes. The wheelbase of one of these buses is 218, while the wheelbase of six buses is 205. These buses cannot operate on mountain routes. Apart from these, the depot has 80 buses of mountain routes, which have a wheelbase of 166.

According to the corporation management, buses up to 169 wheelbases are allowed to operate on remote mountain routes, while buses up to 195 wheelbases can be operated on the Dehradun-Mussoorie route. Parvatiya Depot operates 30 buses daily on the Mussoorie route. Of these, 25 buses ply Dehradun-Mussoorie, while the remaining buses go to other hill stations via Mussoorie. According to the rules, 25 buses operating on the Doon-Mussoorie route should make three trips i.e. thrice a day, but these buses make a maximum of two trips only. In such a situation, the corporation is forced to send the contracted buses of other routes to Mussoorie for the convenience of the passengers.

The JNNURM bus that met with an accident on the Mussoorie-Dehradun route on Sunday is of the year 2019 model. Three years back this bus was contracted with the Transport Corporation for the Dehradun-Saharanpur route and it was playing regularly on the same route. In contract buses, the driver is the bus operator, while the operator is of the Transport Corporation. Robin Singh, the driver posted in this bus, had experience of regular bus operation on the plain route, but he did not have experience of regular operation on the mountain route.

Despite this, Chandra Kiran, the junior center in charge of the Doon JNNURM depot, sent driver Robin Singh to Mussoorie instead of Saharanpur. The fact that the driver was drunk in the accident is also coming to the fore. Most of the drivers and operators on the Mussoorie route in Parvatiya Depot are of the regular category. It is being told that most of these driver-operators operate only one or a maximum of two trip buses. The distance between Doon and Mussoorie is 80 km. Since, there is no compulsion of km for regular driver-operators, in such a situation, they park the bus at the depot only after one or two trips. In such a situation, when there is a crowd of passengers, the corporation management sends their buses to Mussoorie by putting pressure on the contracted bus operators.
