Dehradun – During a top‑level Executive Committee session at the Secretariat, Chief Secretary Anand Bardhan scrutinised the current state of several Uttarakhand Investment and Infrastructure Development Board (UIIDB) schemes. He stressed that each initiative must stick to its approved calendar and that progress checks need to be both systematic and uncompromising.
Full‑Time Manager Assigned to Sharda Riverfront Corridor
Expressing disappointment over the lethargic advancement of the Sharda Riverfront Corridor, the Chief Secretary noted that the executing body, UPDCC, had managed only roughly 10 % of the work after ten months. To catalyse momentum, he ordered the deployment of a dedicated on‑site project manager responsible for continuous supervision and rapid problem‑solving.
He further directed the preparation of PERT diagrams for every UIIDB venture, embedding explicit milestones. Future meetings will benchmark progress against these charts, and any deviation will trigger a root‑cause analysis followed by corrective measures.
Enhanced Supervision for River‑Rafting Projects
The committee also reviewed plans to expand river‑rafting amenities. Bardhan instructed UPDCC to constitute a specialised five‑year team tasked with operating and maintaining these attractions.
Separate operational units will be created for the Haridwar and Rishikesh corridors, ensuring localized, smooth management of the rafting infrastructure.
Priority Works Fast‑Tracked for Kumbh Mela 2027
With the Kumbh Mela scheduled for 2027, the Chief Secretary underscored that all priority constructions must meet their stipulated deadlines. For the Sati Kund project, he mandated an increase in labor strength and the introduction of shift rotations to guarantee completion by 15 December, while warning that haste must not compromise quality.
In Haridwar, the general manager of the implementing agency has been instructed to take up residence in the city and carry out daily site inspections. A comprehensive progress report must be submitted regularly to the District Magistrate and the Divisional Commissioner.
New Parking Facility Protocols
Before initiating any new surface, underground, or automated parking scheme in Haridwar, officials are required to obtain a written No‑Objection Certificate from both the District Magistrate and the Mela Officer.
The parking solution must be harmonised with parallel departmental plans and chosen based on local demand, selecting the most practical configuration—be it surface, underground, or mechanised.
Financial and Audit Committee Established
Bardhan also mandated the formation of a Financial and Audit Committee to tighten fiscal oversight of UIIDB projects. The committee will champion financial discipline, transparency, and timely fund release across all initiatives.
Present at the meeting were Principal Secretary R. Meenakshi Sundaram, Secretary Nitesh Kumar Jha, Ravinath Raman, Dr. Pankaj Kumar Pandey, C. Ravishankar, Dr. Ranveer Singh Chauhan, Special Secretary Parag Madhukar Dhakate, along with senior officials from the concerned departments and UIIDB.
