गढ़वाल क्षेत्र के लिये वरदान साबित होगी कार्डियक कैथ लैब – राज्यपाल
कहा, हेली एम्बुलेंस, एआई, टेली मेडिसिन, ड्रोन व ट्रामा मैनेजमेंट पर सरकार का फोकस
स्वास्थ्य मंत्री डॉ. रावत बोले, प्रदेश में शीघ्र शुरू होगी एयर एंबुलेंस योजना
श्रीनगर/देहरादून। राजकीय मेडिकल कॉलेज श्रीनगर में आज राज्यपाल (रि.) लेफ्टिनेंट जनरल गुरमीत सिंह एवं चिकित्सा स्वास्थ्य एवं चिकित्सा शिक्षा मंत्री डॉ. धन सिंह रावत ने बेस चिकित्सालय में 6 करोड़ 35 लाख की लगात से निर्मित कार्डियक कैथ लैब का लोकार्पण किया। इस अवसर पर राज्यपाल ने पर्वतीय क्षेत्र में कैथ लैब की सुविधा उपलब्ध कराना बड़ी सोच बताया और कहा कि कार्डियक कैथ लैब गढ़वाल क्षेत्र की 20 लाख जनता के लिये वरदान साबित होगी। उन्होंने कहा कि प्रदेश में स्वास्थ्य समस्याओं के हल करने के लिये केन्द्र व राज्य सरकार पांच पहलुओं पर काम कर रही है। जिसमें हेली एम्बुलेंस, आर्टिफिशियन इंटेलिजेंस, टेली मेडिसन, ड्रोन व ट्रामा मैनेजमेंट शामिल है। इस अवसर पर राज्यपाल व स्वास्थ्य मंत्री डा. धन सिंह रावत ने मेडिकल कॉलेज की स्मारिका ‘उमंग’ का विमोचन भी किया।
राजकीय मेडिकल कॉलेज श्रीनगर में कार्डियक कैथ लैब के लोकार्पण समारोह को बतौर मुख्य अतिथि सम्बोधित करते हुये सूबे के राज्यपाल ले0 जन0 (रि.) गुरमीत सिंह जी ने कहा कि मुझे पूरा भरोसा है कि यहां पर्वतीय जिलों में रहने वाले लगभग 20 लाख से अधिक आबादी के लिये कार्डियक कैथ लैब वरदान साबित होगी। उन्होंने कहा कि चारधाम व हेमकुण्ड साहिब के दर्शन करने वाले लाखों श्रद्वालुओं के लिए भी कैथ लैब अवश्य ही लाभकारी होगी। राज्यपाल ने कहा कि यह एक बेहतर कार्य हुआ है, इसके लिए मुख्यमंत्री, स्वास्थ्य मंत्री एवं गढ़वाल सांसद को बधाई देता हूं। कहा कि इससे आने वाले समय में यह संस्थान न केवल इस सुविधा का लाभ क्षेत्र के निवासियों को देगा बल्कि सर्विस एक्सीलेंस को भी बनाए रखेगा।
अपने सम्बोधन में उन्होंने कहा कि हृदय और संचार संबंधी रोग एक वैश्विक स्वास्थ्य चुनौती बन गए हैं। हाइपर टेंशन, स्ट्रोक, कोरोनरी आरटरी डिजीज के मरीजों की संख्या काफी बढ़ी है और छोटी उम्र में भी यह बीमारी परेशानी का कारण बन रही है। उन्होंने कहा कि इन चुनौतियों का केन्द्र व राज्य सरकार डटकर मुकाबला कर रही हैं। आज देशभर में जन औषधि केंद्रों का विस्तार बढ़कर 10,000 से अधिक हो गया है। पिछले 10 वर्षों में अलग-अलग राज्यों में 10 नए एम्स स्वीकृत किए गए हैं। देश में जिनकी संख्या अब 24 हो गई हैं।
राज्यपाल ने कैबिनेट मंत्री डा. धन सिंह रावत को चिकित्सा स्वास्थ्य एवं चिकित्सा शिक्षा के क्षेत्र में उत्कृष्ट कार्य, अभिनव प्रयोग, त्वरित निर्णय क्षमता तथा अन्तिम छोर के व्यक्ति तक स्वास्थ्य ही नहीं अपितु शिक्षा सेवाओं को पहुंचाने के लिए बधाई देते हुए अनुकरणीय नेतृत्व की सराहना की।
कार्यक्रम में विशिष्ट अतिथि गढ़वाल सांसद अनिल बलूनी ने कहा कि श्रीनगर में इस लैब के बन जाने से पहाड़ की जनता को बड़े शहरों में नहीं भागना पड़ेगा। कहा कि राज्यसभा सांसद रहते उन्होंने सांसद निधि से पर्वतीय क्षेत्रों में आईसीयू निर्माण करवाया जोकि कोविड महामारी में वरदान साबित हुआ। उन्होंने कहा कि अस्पतालों में स्थापित जन औषधि केद्रों में सस्ती दवाएं दी जा रही है जिससे लोगों को सस्ता इलाज उपलब्ध हो पा रहा है।
कार्डियक लैब के लोकार्पण कार्यक्रम में कैबिनेट मंत्री डॉ. धन सिंह रावत में कहा कि प्रदेश सरकार द्वारा स्वास्थ्य के क्षेत्र में उत्कृष्ट कार्य किया जा रहे हैं, कहा कि पिथौरागढ़ में मेडिकल कॉलेज एक वर्ष के भीतर तैयार हो जाएगा। अस्पतालों में प्रतिदिन लगभग 37 हजार लोग ओपीडी में आते हैं। सरकार ने आम लोगों को राहत देते हुये ओपीडी का पर्चा 29 रुपए से घटाकर 20 रुपए करने का निर्णय लिया है। इसके साथ ही अब एक प्रदेश एक पर्चा के तहत किसी भी अस्पताल का पर्चा अन्य अस्पताल में भी चलेगा। डा. रावत ने कहा कि आयुष्मान योजना के तहत प्रदेश सरकार प्रत्येक व्यक्ति को 5 लाख रुपए तक का मुक्त इलाज की सुविधा दे रही है। इसके अलावा सरकार आगामी 15 अगस्त को एयर एम्बुलेंस योजना का शुभारम्भ करने जा रही है, जिसका फायदा प्रदेश के दूरस्थ क्षेत्रों के लोगों को मिलेगा।
डा. रावत ने कहा कि सरकार ने मेडिकल कॉलेजों में शत-प्रतिशत फैकल्टी नियुक्त करने का निर्णय लिया है। इसके अलावा निजी व राजकीय मेडिकल कॉलेज से पीजी करने वाले चिकित्सक कम से कम साल के लिए उत्तराखंड में अनिवार्य रूप से सेवाएं देंगे, इस निर्णय का उल्लंघन करने पर चिकित्सक को ढाई करोड रुपए का जुर्माना भरना होगा। इस संबंध में शीघ्र ही शासनादेश जारी किया जायेगा। उन्होंने कहा कि मेडिकल कॉलेजों के हॉस्टलों में लेटर बॉक्स लगाये जायेंगे, ताकि मेडिकल छात्र अपनी समस्या व शिकायत लेटर बॉक्स में डाल सकेंगे।
कार्यक्रम में राज्यपाल (रि.) लेफ्टिनेंट जनरल गुरमीत सिंह के हाथों मेडिकल कॉलेज की ‘उमंग’ स्मारिका का विमोचन किया गया। इसके उपरांत महामहिम राज्यपाल ने मेडिकल कॉलेज परिसर में रुद्राक्ष का पौधा भी रोपा। कार्यक्रम में मेडिकल कॉलेज के प्राचार्य डॉ. सीएमएस रावत ने सभी अतिथियों का आभार प्रकट किया।
