Dehradun – In a bold step to eliminate bottlenecks, the Uttarakhand Revenue Council has issued a comprehensive directive to streamline land‑mutation procedures and boost the efficiency of subordinate revenue courts throughout the state.
Accelerating Mutation Proceedings
Revenue Council Commissioner and Secretary Ranjana Rajguru reviewed the backlog of dakhil‑kharij (mutation) files and the caseload of revenue courts in each district. She instructed Assistant Collectors (First Class), tehsildars, naib tehsildars and all related officers to dispose of pending cases strictly following the prescribed rules and timelines.
Presiding officers were urged to adjudicate each mutation matter on its merits, applying the relevant statutes, so that citizens are not forced to wait unnecessarily.
Maintaining Up‑to‑Date Court Registers
The Council stressed that every revenue court must keep complete, well‑organized registers. Current records enable rapid verification of a case’s status and help avoid procedural hiccups.
Files of concluded matters must be transferred to the record rooms within the stipulated period, ensuring that original documents are readily accessible for appellate review.
Timely Service of Summons
Officials received a clear mandate to serve summons issued by revenue courts within the legally defined timeframe. Special attention was directed toward Haridwar and Udham Singh Nagar districts, where officers were warned against any laxity in delivering summons for mutation‑related cases.
Launching a Statewide ‘Mutation Day’
To further speed up pending mutation work, the Council will inaugurate a statewide ‘Mutation Day’ beginning next month. Rajguru asked the presiding officers of all tehsils to finalize logistical arrangements well before the inaugural event.
The initiative is designed to make mutation disposal more time‑bound and transparent, providing much‑needed relief to landowners awaiting title updates.
