Dehradun/Haridwar – As the countdown to the 2027 Uttarakhand Legislative Assembly elections accelerates, the political chessboard in Haridwar district is being reshaped, with the Khanpur constituency drawing particular attention.

Harish Rawat’s Haridwar‑Centric Outreach Raises Questions

The ex‑chief minister has hinted that he may file his nomination from somewhere within Haridwar district next year. A series of social‑media updates and the launch of his proposed Jan Samvad initiative, which lists Khanpur as a priority area, have intensified rumours that Rawat could set his sights on this seat. While no official declaration has been made, the signal is unmistakable.

Rawat’s connection to Haridwar runs deep. He represented the city as a Lok Sabha MP and, in the 2017 assembly elections, contested both Haridwar Rural and Kichha, losing both battles. This historical bond adds weight to his renewed interest in Khanpur.

2022 Election Snapshot: Independent Umesh Kumar’s Victory

The current MLA from Khanpur is independent candidate Umesh Kumar, who secured the seat in the 2022 poll with 38,767 votes. He outpaced BSP contender Ravindra Singh, who garnered 31,915 votes, and BJP’s Kunwarani Devyani Singh, who trailed closely with 30,834 votes. The Congress candidate managed only 6,289 votes. Kumar’s margin of victory stood at 6,852 votes, underscoring the constituency’s competitive nature.

Historical Context: The 2016 Sting Operation

The Rawat‑Kumar dynamic also traces back to a 2016 political crisis. At that time, Kumar, then a journalist, was linked to a controversial sting operation that implicated then‑CM Harish Rawat. The episode prompted a CBI investigation, culminating in a 2023 special court order directing voice‑sample analysis of Rawat, Kumar, and several other individuals.

Following the legal fallout, Kumar transitioned into electoral politics, eventually winning Khanpur as an independent in 2022.

Could Khanpur Host a High‑Profile Showdown?

At present, a direct face‑off between Harish Rawat and Umesh Kumar remains a possibility rather than a certainty. Rawat has yet to submit a formal nomination from Khanpur, but if he does, the constituency could become the focal point of Uttarakhand’s 2027 political narrative, given the contrasting trajectories of the two leaders and their shared history from the 2016 sting case.
