Dehradun. In a high‑profile ceremony at the Chief Minister’s residence, Pushkar Singh Dhami announced that a direct‑bank‑transfer (DBT) of ₹18.49 crore will be credited to the accounts of 10,709 eligible construction workers under the Uttarakhand Building and Other Construction Workers Welfare Board.
Speaking to the assembled officials, Dhami highlighted the pivotal role that construction labourers play in the state’s infrastructure growth. He instructed all concerned departments to guarantee that eligible families receive timely benefits covering education, health, nutrition and social security, with full transparency.
Health screening and immediate care
The Chief Minister emphasized that any worker diagnosed with a disease during routine health checks must be referred promptly to appropriate medical facilities. He called for seamless coordination between the Labour and Health ministries to avoid delays in treatment.
Festive‑season welfare push
With major festivals approaching, Dhami urged every department to amplify public‑friendly services through their respective schemes. Particular attention was directed toward children’s education, family nutrition, women’s health and workplace medical provisions.
The latest DBT batch includes 95 maternity‑assistance beneficiaries, 177 post‑death assistance recipients, 2,354 daughters’‑marriage aid recipients, and 8,083 education‑assistance beneficiaries.
Integrated welfare distribution
Officials reported that the ongoing integrated model has already handed out 33,429 educational kits, 26,674 hygiene kits and 23,216 nutrition kits, bringing the cumulative total to 83,319 kits distributed to workers and their families.
Shramik Health Scheme milestones
Under the Shramik Health Scheme, a total of 20,527 health screenings and 232,281 diagnostic tests have been conducted. Dhami expressed satisfaction, noting that early detection has helped flag several serious conditions at an incipient stage.
Digital labour‑cess collection gains momentum
The meeting also reviewed the Labour Cess Collection Management System (LCCMS). The platform, which secured the SKOCH Gold Award for e‑Governance in 2025, has been lauded at the national level and featured in the Government of India’s Best Practices Compendium.
To date, 21,200 establishments have registered online, and the cess collection has risen by 47.21 %. Officials suggested that LCCMS could serve as a template for other states seeking digital governance solutions.
National recognition and replication prospects
Representatives from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh, attending the national Building and Other Construction Workers conference in Mumbai, praised the Uttarakhand Shramik Health Scheme and signalled interest in adopting its mobile‑clinic model.
Mobile medical units now deliver on‑site screenings, consultations and referral services directly at construction sites, a feature identified as scalable across the country.
Ensuring inclusivity
Dhami directed district officials to continuously monitor beneficiary lists and verify eligibility, especially for workers in remote locations, to prevent any exclusion from the welfare programmes.
Present at the event were State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice‑Chairperson Mohini Pokhariya, Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka, along with senior officials from the Labour Department and the Welfare Board.
